I'm guessing you want to be able to use CEPT and UKFM?
27.5 Mhz, it's smack in the middle of both.
And by the way don't expect that measurement to be a guarantee it'll be a low SWR there. That measurement is merely a start point to get you in the ball park. There's lots of things that can affect that, including whether or not you've got a decent RF ground and are using a RF choke at the antenna. If you're not then your coax can become part of that and its length will affect the tuning.

Play around with the SWR at 27.5 to get the lowest around there. As NC say's they length you have got there is not going to be spot on unless you are very very lucky.
