i live in 2nd storie apartment and concrete all around .if i put earhrods into pots would that be ample to earth antenna,or can you give me any options de 30ct555

You could try an MFJ Artificial Ground unit. The easiest way in a flat is to use a balanced antenna, a dipole for example and use a choke on the coax feeder to keep some RF out of your flat.

And no, an electrical or RF ground cannot be found in a pot ... Very Happy

An antenna doesn't have to be connected to a literal earth, indeed most antennas aren't. It is important to have some sort of ground plane, but for a lot of antennas this could be as little as a couple of quarter wave lengths of wire trailing around the balcony or some chicken wire around the sides of the balcony.

If you go to a delta loop like you are hoping to you won't need an earth as its a balanced antenna. It should work great.
